Custom PC Voice

I would like to set about making a custom voice set for my character but have a few questions. I've taken a look at an existing mod that adds such a thing, but none of the sounds included were to my tastes. Do wav files need to be a certain length or size? What sort of scripting would I need to endeavor or would it be possible to use the pc voice complete 1.8 to apply the custom files?

I was doing something similar a couple months ago. I was trying to get the creature golden Saint sound for my golden Saint race I downloaded. Here is what I did, hope it helps:

To do it you will have to download a sound editing program; Audacity seems to be the most popular. The files must be 44100Hz and 32 bit float. You will also need to download the MP3 encoder from Bethesda; I provided the link for it in the above post.
