It shouldn't be game breaking, but enough to compensate for the lack of points in other attributes. Otherwise, there would be no point in being a 10 Int. super-genius or 10 Agility acrobat ninja. Considering the game lets you have powerful companion anyway, I don't see this as overly imbalanced.
People generally know that it's best to have a more balanced character. I don't think any of the level 9 and 10 perks have to completely make up for that, but they should be good enough to make high intelligence a strong option. It shouldn't be like New Vegas where having a max intelligence attribute meant that you essentially gimped your character.

Thinking about it, I bet that's why he is missing an arm. So you can choose what weapons to place in it (flamer, plasma gun, ripper, etc...)
yes, so much yes! i would actually play a mechanical/science focused character for once. i don't expect it would ever be very in depth if it was ever included at all but a robit with a custom paint job, a unique weapon, a personalized AI and anything else you could get/make for it would be so amazing
