CWDisableDuringSiegeScript

CWDisableDuringSiegeScript is the script used to disable/enable carriage drivers during sieges. I am trying to figure out how it works. As far as I can tell, if the script is attached to an actor or object ref, and variable properties are filled, that ref should be disabled when the siege starts, then re-enabled afterwards. Simple right? No. So why does it only work for the carriage drivers and their linked refs, but nothing else? I must be missing something. Has anyone looked into this?
