D3DOverrider Does Not Work

I've seen quite a few posts here and on other forums where users mention D3DOverrider and New Vegas for forcing triple buffering. I noticed that when the framerate does dip for me, it either goes to 30fps or stays at 60fps... Classic double buffered vsync behavior

Then I realized that D3DOverrider does not make the usual sound it is supposed to when the game launches. I only found one other person mention this on the internet over at [H]ard|Forum. This is more of an FYI to anybody who reads this, not to the devs because they have nothing to do with it being that its a 3rd party app.
