d3dx9_27 is missing : IV

I recently bought a pc with DX11 and i cant play oblivion because it always says d3dx9_27.dll is missing, does this mean i have to install DX9? will it replace the DX11?

Each DirectX version is independent of eachother. Installing DX9 won't overwrite DX11, you'll just have both on your system. Oblivion needs 9 to work.
