Daggerfall: Magicka Restoration and Name Changing

Other than resting and spell absorption, are there any other ways by which to restore magicka?

I've noticed it's possible to change my character's name in-game. Are there any adverse effects associated with doing so? For example, if I were to periodically add a title or epithet to it? Are all instances of my character's name retroactive?

Changing your name doesn't ruin anything, and yes, the change would be retroactive.

There are potions you can make/find called Restore Power. They'll refill some magicka for you.

There is another way to regain magicka but it's probably an exploit.

Use an enchanted item that needs the spell to be 'fired', eg. blazing item of fireballs, then use the cancel spell button.

Within the first dungeon I've delved into after receiving the above replies, I've so far found three Restore Power potions. I'm not sure whether the Inability to Regen Spell Points disadvantage has any bearing on the rate at which they appear in loot, this being the first time I've assigned the disadvantage, or if it's just a coincidence. I've doubtless come across a few of these potions before but failed to give them much consideration because I thought them Strength-restoring potions.

You can join a temple that has a potion seller and work your way up in rank until you can use their services. The potions they have to sell are randomized each time, so if they don't have what you want just try again.

If I remember right: all but two temples sell potions, and the rank to buy them varies from 2nd to 4th.

As far as I know, 'Inablity to Regenerate Spell Points' has no effect on the chance of finding Restore Power potions.

Join the mage's guild. If you are unable to regenerate spell points, talking to one of the mages there (I think the quest giver? Been awhile) they will mention how you need "fillin up" and recharge all your magicka.

Any of service providers will do this, it can be handy but sometimes you don't want full magicka so can use spell absorbtion.
