Just started a new character, played a bit, and rested. I raised 1 primary skill, 1 of my 2 highest majors, and my highest minor. But...did not level up.

It took 2 more skill raises (both primary) to make level 2.

It then took the normal 15 skill raises (20 total) to make level 3. (14 skill raises didn't work)

Any ideas as to what happened.

That is very odd. I can only assume that the game messed up in calculating your Starting_Skill_Sum. If you open your character up in a save editor, most of them will show you your SSS; see if it matches up to your calculations.

If I had a save editor I probably wouldn't know what to do with it. I'm just going to go with the game as is.

I did, however, make another character (almost) exactly the same. It worked fine, 2 skill raises and I leveled up.
