I think you can go to the town anyway or you could climb the wall if they won't let you in. Guards will proabably try to arrest you though. As far as getting un-banished, not sure.

Banishment isn't an actual punishment. All it really is is a way of telling the player that their legal status is so low that guards will automatically arrest you. The townspeople will probably hate you too.

Aside from waiting it out in other kingdoms for a few years, you could try a reputation editor if you're desperate.

Unfortunately, no reputation editor out there is capable of altering your legal reputation. Guilds, sure; townsfolk, sure; but no legal stuff.

In all the time the game has been out no one has been able to figure out where you legal status is in the files? Wow.

A magic item with cast when used: invisibility works well for avoiding guards.

Actually, I asked this very same question regarding a legal reputation editor many months ago. Ferital created one a while back, which I have since added to the UESP. His original post:

The legal reputation is accessible using an editor I made a very long time ago, maybe in 1999 or 2000, I don't remember exactly. This editor was called Dagrep. I had to understand the file format to discover where the information was stored. Good ol' Daggerfall hacking days... :)

Since Dagrep seems to not be available anymore on the web, I put it http://rapidshare.com/files/171845193/dagrep.zip.html (link no longer functional).

PS. Keep in mind that it's an old program I wrote when I had nearly no programming skills at all (now that I'm a dev, I mean that it's my job, I would find this old VB6 source code absolutely ridiculous ).

Instead, you can download it http://www.uesp.net/w/images/Dagrep.zip. :)

That's a common file. When things like that happen with Windows programs you can just http://www.google.ca/#hl=en&q=mscomctl.ocx&btnG=Google+Search&meta=&aq=f&fp=6393c88910a58a95 the file and you will find download links. Links like http://www.ocxdump.com/download-ocx-files_new.php/ocxfiles/M/MSCOMCTL.OCX/6.01.9782/download.html or http://www.microsoft.com/downloads/details.aspx?FamilyId=25437D98-51D0-41C1-BB14-64662F5F62FE&displaylang=en, which is designed to fix problems with that exact file.

You'll want to put the file in your system32 folder (c:\windows\system32). But Just use the Microsoft package. It should do it automagically. :) It may work to have the file in the folder for the program you want as well, but that wouldn't fix the problem for other programs that need it.
