http://www.tesnexus.com/modules/members/index.php?id=684492 running with Win7x64. I get between 20-30 most places, would be higher than 30 but I'm letting OSR cap it there to free up resources for AI processing. OSR is also set to 1024 heap size to keep things stable.

I'd get your crash problem under control before adding anything more to the mix.

Hmmmm now that's very interesting, it would seem out specs are rather similar, same OS, same ram type and amount, same video card except mines the x2, same monitor size so both playing at 1280x1024, my mobo is the Asus P5E and my CPU is Intel Q6850 @3GHz stock et when I'm playing I average around 12-13 FPS, I use OSR, Streamline and a few more of those little tweak things to help performance yet that's all the FPS I get, some sort of settings someware must be wrong no??

In combination with Better Cities, you're asking too much of your system. You probably need to drop both of those ESPs and rerun tes4lodgen. That should improve things noticeably.

In general, it looks like you're running a lot more AI heavy mods than I am. AI in Oblivion is very inefficient and it doesn't take well to lots mods that add tons of NPCs to track.

Funny enough I've already removed those, didn't feel they were necessary and them was an improvement but FPS still rather low, I'm gonna post ma new list and if you don't mind just give me an idea on what mods would really bog down the game that way I can pick and cheese what i want and what I can do with out.

Another problem regarding KR this time it's with one of the quests itself Blood on the Road to be precise, after following the blood trail and defeating the bandits I enter the cave and two seconds after that I get a CTD, I tried waiting and going in there at a different time but still the same thing....any help please?
