Dagoth Ur=False CHIM?

I consider myself pretty well versed in the Elder Scrolls lore but I have always had a pretty hard time reading/understanding the Kirkbridean aspect of the lore. I guess many do though.

I never really understood what the goal of Dagoth Ur was. He wanted to revolutionise Morrowind culture I see that but how would he do that. Just with the heart itself? Or by reaching CHIM?

Dagoth did the opposite : Everyone would become him, by using the heart (and some dwemer ideas about "golems" and oversoul). Slave under his will, controled by dreams. Losing their individuality.

But the heart is the Heart of Lorkhan, so then is there really a difference? To realize anatta is surely a worthy thing regardless of catalyst.
