What are some of the worst damages done to townfolks & skyrim citizens from these http://www.uesp.net/wiki/Skyrim:Aftershock?

I was reading how this quest never finish and i was just stunned. I mean I stopped Dragons from randomly spawning to kill townfolks by stopping main quest at Blade in the dark, but now they would be killed by randomly spawning Magic Anomalies??

This is the reason I dont buy Dawnguard to have Vampires killing more townfolks...

It feels as if the longer you play the less innocent townfolks have to die?? watt S:
