Um, well, I suppose I don't see why not given the right circumstances. A minigame? Nah, it's not really a gameplay mechanic. I suppose if the Nords are having some drunken celebration or something, sure, go ahead and dance.
I would really like to see some NPC's dancing. Drunkards staggering to the beat of the bard, or just some bystanders dancing to the tune of a traveling minstrel. I would like it, but a minigame for the player just sounds bad.
I imagine NPC's will be dancing, there's really no reason not to implement that. I don't think players will be able too without a mod or console command to play the animation though, it would be really cool if you could dance and perform other animations like that by default, but I don't see it happening really.

Good question - yes - my character would like to perform a victory dance every now and then as well as getting invited to at a tavern - it just adds to the roleplaying :dance:
Can't see the importance as a player activity. But I wouldn't mind to see dancing as some sort of cultural activity, that the player could observe. Dances for war, weather, celebrations and festivities etc. But quite low priority stuff...
