Should be fully compatible with Open Cities as well as Better Cities. There are no edits to exterior worldspaces.

Yes, PLuke stopped modding Oblivion a few months back (leaving his DB: Continued and Roleplaying Persuasion System near completion).

It was never "completed", but the beta version is plenty stable and functioning... maybe a bit simple, but still; it does what it says it does.

dialogue is something mostly separate from the actual NPCs. Unless a mod replaces a NPC with a copy NPC there should be no problem. A NPC can have dialogue topics added by 50 different mods and so long as none of them do something stupid all of the dialogue/quests will work just fine.

Edit: Ok, I managed to find a beta on tesnexus, but it's not working. How do I start these quests? Who do I talk to? I've talked to Arquen, but she doesn't tell me anything out the ordinary.

EDIT: In the meantime, until I figure out how to use this thing, I've got some suggestions for making these quests more... Dark Brotherhood-ish. I've got some ideas for how to implement bonuses in a believable way.

First of all, the bonuses themselves need to be valuable, but unlike enchanted apparel or weapons, they need to RETAIN their value in large numbers (e.g. why do you need two sufferthorns at max level?). Furthermore, they can't be purchasable in regular shops (that's what gold is for). Ideas for these kinds of bonuses include...

20 daedric and/or enchanted arrows.

A Varla Stone

10 Welkynd Stones

A strong poison of paralysis

A permanent 50-point buff to your health, magicka, or fatigue.

A black hood (weightless, which is useful for reverse pickpocketing and cursed enchantments).

An upgrade of a leveled item that you got at a lower level, but now you are in another level bracket (obviously, this bonus would be disabled once all the items you've got are at their max level, and you can't upgrade items beyond what you could currently get).

And so on. The bonuses can be chosen just as randomly as the targets themselves.

But... what about the conditions for getting the bonuses? Well, the "poisoned mead" quests seem pretty obvious, but what the others?

How about these conditions:

1. Kill the target using only a fire damage spell.
2. You're given a scroll that can kill the target - and ONLY the target - instantly. However, being a scroll, it's only good for one shot. If you miss your target, it's gone, and you forfeit the bonus.
3. Goad him into attacking you, first, and let the guards kill him (maybe the Brotherhood's client wanted the man to be brought down in an otherwise lawful manner). Killing him yourself, or even assaulting him, forfeits the bonus.
4. Infiltrate a fort full of marauders. The target is actually the boss marauder, at the end of the fort. Get a bonus by attacking no one except the boss and being seen by no one, from the moment you enter the fort to the moment you exit. Even if you're leaving, if the other marauders catch you, the bonus is forfeit (kind of like the "Bad Medicine" quest, except that you can actually kill him).
5. For imperial legion quests, make it identical to the Adamus Phillida assassination: Take the guy's finger and put it in some container owned by the Legion to get the bonus.
6. For the Courier quests, killing the target is enough, but to get the bonus, you have to dress as the target and pose for the interview yourself, so that the Courier won't get suspicious about being stood up.

I can think of many criteria you can add to get these bonuses! Come on, give us some bonuses in your next update!
