I have some questions regarding the Dark Brotherhood, and the Unofficial Elder Scrolls Pages doesn't help me out.

1. Who murdered the Akaviri Emperor Potentate Savirien-Chorak? UESPWiki says that it was the Morag Tong in one article, and the Dark Brotherhood in another. I do not remember what book it was, but I think at least one book said that it was the Morag Tong who murdered him - but I'm not sure.

2. Is it true that after their murder of Pelagius I, the Dark Brotherhood was "hunted down" by the Empire and suffered so many casulties in both business and manpower that they decided to never assassinate a member of the Septim family/ruling family again? Or do I remember it wrong?

While the Morag Tong and any offshoots were hunted after killing the Potentate, I don't think it influenced their policies; the second Septim Emperor, Pelagius I, was killed by the Dark Brotherhood.

But I asked about the effect on the Dark Brotherhood after killing Pelagius I, not the effect on Morag Tong after killing the Potentate.
What was the effect on the Brotherhood?

I don't think it had much of an effect on the Dark Brotherhood, at least not that I know if.
