Darkfall passage bugged or am I missing something?

Im at the end of the first waypoint. There is 4 pillars here and the quest shows me I need to go... down? There are no NPCs here. I assume there is supposed to be a spectre spawned here that I am supposed to talk to?

Is it bugged or did I miss out on something I was supposed to do?
