The answer is no, but I wish. What happens when you upgrade your phone or ipad? You lose all your playing time and cash spent on the game? Totally ridiculous. They HAVE to come up with a way to save our progress on another device and play cross platform...
I'd suppose that this only works through a backup and restore of the device with iTunes.
I agree with you, it is ridiculous and in my opinion the "Bethesda" could lose customers with this lack ... should implement this thing.

Yes you can transfer your vault from one device to another, however, you must do it manually from the app files.
The save files are vault1.sav, vault2.sav, and vault3.sav.
For the moment they are cross platform compatible, meaning you can move a save from ios to android or vice versa.
Remember to always make backups

You can transfer Your save file as long as both devices have the same version of the app installed. You can even do it between iOS and android devices. On android it's in data\android\[...]falloutshelter\files\vaultx.save (where x in (1,2,3)) You should check that both devices have the same time and date though otherwise You can run into some weird glitches. I move my save between my PC (droid4x emu) and phone (android) every day like this and it works for now.

I would really like a backup on the cloud, via iCloud for the iOS devices for example. I'm pretty sure this exist on Android too.
When I was playing PvZ on iOS, it was working really fine. I'd play on my phone then on my tablet, and go back to the phone... and everything would work just fine. Now making it work cross platform is probably a little bit more tricky, and that would require that the save files are within Bethesda servers, but it could be done.
And I really hope that this will be done soon.
