Just to make clear this is not the same person to bite bug it's different let me explain

So I went to Riften in search for Valindor the wood elf and for some reason the quest marker not showing. I looked on the wiki and it said nothing about it. After that I spent about half and hour looking for him inside each house, in the city and even out side the walls and the dock he just not shown.

Anybody got any ideas?

.P.S. I saw I ghostly remains from a resurrected person from a vampire attack.

Also I am a Xbox player so I can't use console commands to bring him back.
