Is it pirating if the guy bought it on Xbox and used it on pc? Since he bought all 3

Exist, but a vampire seems more likely to be getting them off her dead body. No idea yet if a Dawnguard member ever even sees them.

Getting Dawnguard items on the PC is. Since it's not out yet, how do you think he was able to find the ID for the item and use console commands?

From what I understand, that's not quite right. He simply used the PC to get into the testing hall, although you CAN port certain Dawnguard files to PC. The OP simply got the items from a test chest, if I'm reading it correctly.

TO THE OP:
Do Dawnguard items get a new chest, or are the items added to the existing testing chests? I'm asking because that might allow me to add them to the Xbox.
