So I've been playing Dawnguard and am on the Prophet quest. I'm supposed to find his cart south of Dragonbridge but it doesn't spawn. I can do everything in the quest, everything is normal, it points me there. But there's some rocks and flowers only.

I know it's not a mod issue since I turned everything but the dlc, patch and basegame off and it still happened.

Is there any known fix for this? I tried to find one on google with no result.
