Hello, I'm working on the imperial side of the civil war quest line. I'm at the quest where you deliver the fake orders to the Stormclock general in Dawnstar, but whenever I go there, all the guards try to attack me, I have checked, and I have no bounty. and I even tried to get myself a bounty and go to prison to see if that would fix it, but the guard in the jail room came into the cell and killed me! I have looked everywhere for a solution to this, and cant find one, please help quickly, all quests in this city will not work now because I cant go in without dying. Thank you in advance. [I have tried un-installing all my mods and this still happens mods or not]

Have you tried sleeping/waiting elsewhere for 3 or more days?

If all else fails, use tcai in the console to toggle off NPC combat AI, and just run past the guards.

I think I may have figured it out, I tried doing what you said and spent 4 days in whiterun and it didnt work, turns out its some thing wierd as an after effect of the civil war overhaul mod that makes it so the enemy side of the war (in my case stormcloak) attacks you on sight, so going to a storm cloak held dawnstar = attack on sight. Also this happens in riften, which is stormcloak held by default. But cities like solitude and whiterun, both imperial cities, neither one have attack crazy guards. Once I captured dawnstar in the civil war questline, they no longer attack me.
