Dead mods

Does anybody know the rules to "adopting" a dead mod (a mod that has been left unfinished and is no longer being worked on)

If it is allowed can any one show a link to any "Dead mods" I can adopt?

It varies from author to author. Most developers of large mods let it be known what they want done in the event that they're unable to finish work themselves. In any case, you should make every effort to contact the original author, if only to let him/her know that you intend to pick up the torch.

I was working on a project but decided to quit after realizing how big, and how incapable I was at making it.

feel free to do whatever you want. make it into a complete joke if you feel the need, or continue with the mod itself, you can ask about the story and so forth if you want it to come out how I dreamt it to be.

I don't think there is a download, but the video for it explains quite well how it was suppose to go
kill, kill, kill, have a challenge, kill some more.

IMHO if the modder abandoned it fully, but failed to remove it from the nexus, it should be continued by anyone that wants to, as long as the original modder is given his credit for the mod.

Say if a big modder created 3/4 of a mod, but decided they needed to stop (IRL problems etc.) and theres no way to reach him/her, it should be left alone for 3 months until someone can contact him/her or they comeback. After 3 months it should be free material for anyone to continue.
