Dead NPC's coming back to life

I'm having a problem with my dead NPC's coming to life when the cell respawns and, I can't figure out why this is happening.

I started with (For Example) base form DEADWastelanderCF Placed my NPC, she fell into position but, when I leave the cell and wait seven days and, re-enter she will be on her feet walking around.

I created my own form using DEADWastelanderCF as a base, unchecked the respawn but, when the cell resets the NPC just disappears. I've compared my NPC's with other DEAD NPC's I can't seem to see any real difference. Also there are no Encounter Zones on the cell or, NPC. As I see it they shouldn't be reseting????? :banghead:

Any thoughts on what I may be missing?

I know there was a problem similar to that, except starting with an alive NPC, that when you went into Nipton and on the way in you killed http://fallout.wikia.com/wiki/Oliver_Swanick, and then if you went back in days later, there he was alive again.

That was supposed to have been fixed in one of the patches though, and since that patch I have not seen that happen any more any place else in the game.

Do you have all of the patches installed?

With Madcat's help, we have gotten this issue sorted out. The Dead NPC's need to be set to not respawn and, to being "Quest Items", this also includes dead creatures such as Deathclaws and, Molerats! Who knew, that the Dev's would change something so simple to work this way. In NV Dead is not Dead unless you force them to be DEAD!
