You can use the Ritual stone + Aetherial Crown technique though. You can have an entire army of Draugr that way.

Can named Deathlords (non-respawning) be made permanent with persistent items?

Will they level up with you like dead thralled npcs?

If you're interested in the Ritual Stone + Aetherial Crown technique:

Use the Ritual Stone. Forge the Crown. Use another stone with the Crown on. The Power from the Ritual will be "stored" on the Crown like an enchantment. Every time you equip it you'll be granted the Ritual Stone Greater Power. So use the Power and once the spell runs it's course unequip and equip the Crown and use the Power again.

It should work. But once they're level is set, it's set. It's not like Oblivion. In Skyrim, the Leveled Draugr is chosen from a leveled list. The one you get is the one you are stuck with.

why is it different with draugr? dead thralled NPCs level with you dont they, why not draugr?

90% of NPCs do not level. Only a select few(named ones)

i didnt know this, i thought all named npcs level up with the pc, uo to their level cap of course.

which npcs do you know of that do level?

Followers, Serana, Lord Harkon, Vyrthur, Miraak, off the top of my head. They are generally not that common. None of the typical enemies are leveled. They are all set. Your level simply determines which to spawn.
