INTRODUCTION
Some of you may be wondering what a Deadliest Warrior Tournament is all about. Basically the contestants tell me what their characters are like, I recreate the characters as an NPCs, they fight it out in the arena, and I record the fights and upload them to youtube. RULES
The rules section is rather long so I put it in spoiler tags. Click on the spoiler buton to show/hide the rules.
1. ORGANISATION OF THE TOURNAMENT
The first 16 people who submit a character that fits the rules get to participate in the tournament. However, people who submit Nord characters have priority over people who submit characters of other races. We are celebrating the annoucnement of TES V: Skyrim afterall. What this means is that if 16 people have already submited their characters and one of them isn't a Nord you can still enter the competition by submiting a Nord character. I will be accepting submission until Thursday the 23rd of December or until 16 people submit Nord characters, whichever comes first.
1.2 Time of submission
If you edit the post in which you submited your character I will count the time of editing as the time you submited your character. This means that placeholder posts will do you no good and while you may edit your character as often as you like before the tournament starts you should be careful that your edit doesn't make you into the officially 17th person who subimted a character. It's best to get it right the first time.

1.3 Multiple characters
You can submit multiple characters, but each one has to be submited in a separate post. Any characters beyond the first will only get to participate in the tournament if less than 16 people enter. Note that the first character is the one with the earlier time of submission. So if you submit two characters the one you edited last will be the second one.
1.4 The tournament
The tournament is composed of 4 rounds. In each round your characters fights a match against another character. To win a match your character has to defeat the other character a specified number of times before the other character does the same to you. In rounds 1 and 2 the first one to win two fights wins. In round 3 (semifinals) the first one to win 3 fights wins. And in round 4 (grand finale) the first one to win 5 fights wins.
Characters will take the form of autocalculated NPCs under AI control. Their level will increase throughout the tournament. Round 1 will be fought at level 16. Round 2 will be fought at level 21. Round 3 will be fought at level 26, and round 4 will be fought at level 31.
Note that autocalulated NPCs spread their skill incrases about equally among all skills. Major skills that match specialization are increased by 1,5 per level and major skills that don't match specialization are increased by 1 point per level. Not counting racial boni (boni is the proper Latin plural of bonus) this means that your major skills will be Journeyman level (if they match class specialization) or even only Apprentice level (if they don't match class specialization) throughout much of the tournament. This is especially important for spellcasters.

2.2 Name, race, and bithsign
You can only use the 10 vanilla races and 13 vanilla birthsigns. Note: Fortified Endurance from birthsigns and enchantments has no effect on NPC health. Because of that I am changing the effect of the Lady and the Warrior birthsign to give 40 Fortify Health instead of 10 Fortify Endurance.
2.3 Apperance
Specify desired hairstyle, hair color, eye color, and unusual skin color (if applicable). Vanilla options only.
2.4 Class
Fill out the information about your class.
2.5 Magic item budget
This is the gold you have available to buy magic items for your character. The default budget is 5000 gold but certain skills and character choices can increase it.
2.6 Weapons
Specify which weapons your character has (this includes staves).
If you have Blade as a major skill you can get a free Ebony sword or increase your magic item budget by 1000 gold.
If you have Blunt as a major skill you can get a free Ebony axe or blunt weapon or you can increase your magic item budget by 1000 gold.
If you have Marksman as a major skill you can get a free Ebony bow or you can increase your magic item budget by 1000 gold. You also get 100 free Ebony arrows (as long as you have any bow as your weapon).
If you have Hand-to-hand as a major skill you can get a free +5 Fortify Hand-to-hand ability or 1000 gold.
If you do not qualify for any of the above free weapons (if none of your major skills are weapon skills) you can still get a free Ebony Dagger. You can't get any extra gold in exchange for this dagger.
If you have Armorer as a major skill these free weapons are Daedric instead of Ebony.
In addition to these free weapons you can also have any number of magic weapons (including staves) that you bought with your magic item budget. The weapons have to be chosen from among http://www.uesp.net/wiki/Oblivion:Generic_Magic_Weapons and http://www.uesp.net/wiki/Oblivion:Generic_Staves.
Limitations to magic weapons: you can only buy magic weapons that are based on a Daedric weapon (such as for example a Longsword of the Inferno) if you have Armorer as a major skill. You can't buy a staff that uses any of the following magic effects: Calm, Command Humanoid, or Command Creature. You also can't buy a staff that costs more than 1000 gold.
2.7 Armor
If you have Heavy Armor as a major skill you can get a free full suit of heavy armor or increase your magic item budget by 1000 gold.
If you have Light Armor as a major skill you can get a free full suit of light armor or increase your magic item budget by 1000 gold.
The exact choice of this free armor is aesthetic. All heavy armor will be adjusted to have the stats of Ebony armor and all light armor will be adjusted to have the stats of Glass armor. You are encnouraged to come up with an unique look that will distinguish you from the other competitors. You can choose from any armor in unmodded Oblivion except artifacts, though Halperin reported some trouble with KOTN gear.
2.8 Magic apparel
This includes magic jewlery, magic clothes, and magic armor. You can use your magic item budget to buy items from among http://www.uesp.net/wiki/Oblivion:Generic_Magic_Apparel and http://www.uesp.net/wiki/Shivering:Armor#Random_Armor. Note that the SI armor page also lists unique magic armor that you can't choose. You can only select the random armor.
2.9 Alchemy items
If you have Alchemy as a major skill you can buy 100 gold worth of potions and poisons from http://www.uesp.net/wiki/Oblivion:Potions. If your character is an apprentice in Alchemy you will get what you chose. If your character is a Journeyman of Alchemy you will get 2x as many of each potion as poison as you chose. And if your character is an Expert of Alchemy you will get 3x as many potions and poisons as you chose.
2.10 Spells
You can select one magic effect from each magic skill that is a major skill for your character. You must also specify whether the spell effect is on target, on target area, on touch, or on self. You will then be given the best possible http://www.uesp.net/wiki/Oblivion:Spells that you can cast. As the tournament progresses and yur characters level and skills increase weaker spells will get replaced by stronger ones.
Conjuration is a special case because the various summoned creatures are not the same spell effect. To simplify things you can choose between "Summon Daedra" and "Summon Skeleton" as magic effect. Summoned Daedra is Scamp at Apprentice levels, Dremora at Journeyman level, and Daedroth at Expert level. The summoned Skeleton is a Skeleton at Apprentice level, a Skeleton Guardian at journeyman level, and a Skeleton Champion at Expert level.
In the previous tournament it was also found to be overpowered because the NPCs always attacked the summoned creature instead of the summoner. Because of that I will try to mod the spells in such a way that they can only be used once. But if I fail to do that summoning spells will be prohibited and you will get a +1000 gold bonus to your magic item budget instead.
If you have Mysticism as a major skill you can select "extra spell" as your magic effect for Mysticism. This allows you to select one additional spell effect for another magic skill. For example a mage can normally only select one of Fire Damage (on target) and Shock Damage (on target), but if he picks "extra spell" as his Mysticism spell effect he can select both types of damage. This rule allows you to swap your Mysticism spell for a spell from another school of magic.
If you have Alteration as a major skill you can increase your magic item budget by 1000 gold instead of selecting one Alteration spell. This simulates picking Open as your magic effect and using Alteration as an alternative to Security.
If you have Illusion as a major skill you can increase your magic item budget by 1000 gold instead of selecting one Illusion spell. This simulates picking Invisibility/Chameleon as your magic effect and using Illusion as an alternative to Sneak. You can still select Invisibility to use it in combat, but then you don't get 1000 gold for it. Personally I think the gold would do you more good because the AI svcks at stealth, but it's your choice.
Chameleon spells are not allowed. Your skill is too low to cast anything that will protect you from th AI so they would only make it harder to follow the fight when I record it.
2.11 Benefits of other skills
This section specifies the benefits of all the other non-combat skills.
If you have Acrobatics as a major skill you get a 3% Shield ability if it's Apprentice rank (25-49), 6% Shield if it's Journeyman rank (50-74), and 9% Shield if it's Expert rank (75-99). This is because the AI doesn't know how to properly use mobility to it's advantage.
If you have Mercantile as a major skill you get a 1000 gold bonus to your magic item budget.
If you have Security as a major skill you get a 1000 gold bonus to your magic item budget.
If you have Sneak as a major skill you get a 1000 gold bonus to your magic item budget.
If you have Speechcraft as a major skill you can coerce the judges. If you lose a fight and your Speechcrat skill is higher than the Speechcraft skill of your opponent the fight you just lost becomes invalid and you get to refight it, but only if your Speechcraft is higher than the Speechcraft skill of your opponent. You also get a 500 gold bonus to your magic item budget.
2.12 AI Combat Style
The available combat styles are Default, DefaultArcher, NPCCnjurer, and NPCNecromancer.
Default is the combat style of most NPCs in the game. This combat style seems to involve engaging the enemy in melee and casting spells from time to time.
DefaultArcher is the combat style used by NPC archers. It involves trying to keep a distance from your enemy and shooting him with a bow. However, if the enemy comes too close this style will pull out a melee weapon and engage in close combat.
I'm not sure if there is any difference between NPCConjurer and NPCNecromancer combat styles, but just to be on the safe side pick NPCConjurer if you'll be summoning daedra and NPCNecromancer if you'll be summoning undead. This is the style used by Conjurers and Necromancers. It will start combat by summoning a creature and then try to keep a bit of a distance and use ranged spells or a staff. However, once it runs low on Magicka or the staff runs out of charges this style is likely to engage the enemy in melee.
According to Hairdo Galosh Jam the difference between NPCConjurer and NPCNecromancer is that necromancers are more likely to engage in melee.
2.13 Desired artifacts
Artifacts only come into play in round 4 (the grand finale) and there can only be one of each artiact in the game. An Artifact is any item with a unique appearance. You can find most artifacts http://www.uesp.net/wiki/Oblivion:Artifacts, but unique looking items from SI (like Nerveshatter and the Diadem of Euphoria) are also valid choices. You choose two potential artifacts, but you will only get one. List the artifacts in the order of how much you want to get them.
If you were the first to ask for your first choice of artifact you will get it. If your opponent asked for it before you, you won't. Who asked for what first is determined by the time they submited their character (remeber that editing a character makes the time of the edit into the official time of submission). If you don't get your first choice of artifact you'll get your second choice instead.
3. RULES SUMMARY
In case that was too long for you to read, here is the tl;dr version:
Copy the form from the beginning of 2. Characters and fill it out. You can only use vanilla options (no modded races or birthsigns or items). Nord characters have priority over other races. You can't use any custom items, but you get 5000 gold to spend on buying generic magic items (the sort you find in random loot). Some skills (such as Mercantile and Sneak) can increase your budget by 1000 gold each. You can only choose one spell effect for each school of magic that you have as major skill. You only get to use standard spells with only one magic effect.
