The http://www.imperial-library.info/content/imperial-census-daedra-lords is what you're after. If you want even more information, check out the http://www.imperial-library.info/content/guide-daedra.

I know I'm probably missing a very basic point in lore, but what does it mean that a realm "has been closed by consensus of the Elder Council until further notice"? Does it mean the Council has the power to prevent the 'conventional' realm exploration methods from working in Tamriel (something having to do with the Amulet of Kings perhaps)? Or just that they don't want to talk about them?

Given their meeting place is White Gold Tower, I suppose it is possible for them such things to be within their means. It's also possible that they regulate travel into Oblivion like the Mages Guild regulates the teaching and use of magic in the Empire.

It's forbidden in whatever legitimate capacity (ie they won't fund you or house you and if they caught wind they might fine you/arrest you).

If I'm crazy enough to head into the realm of a Daedric Prince, being fined/thrown in the Imperial Prison is the last thing I care about.
