Debuging lighting, is the shaders -> #Lights broken?

So it works for the FO3 GECK and for CK, and I even went looking to see if I could find something in the .ini files (comparing) but with no luck. So can someone tell me if this is indeed broken because it makes checking up on your lighting a pain without it?
