I guess that's why the Legion didn't have people lined up by the dozens in Helgen waiting to be beheaded then, huh? Oh wait, they were. Imperials are no more civilized, you character may be, but the legion will behead you just the same and just as quick as the Stormclucks will.

At least we make peace, save lives and look to the future. Not make war, kill our brothers and just cross our fingers that things will work out later on down the line.

Well, there's a difference between Imperial supporters and Imperial soldiers. I wouldn't lop a head off. And as the player, I choose weapon perks for my characters - and I've never had an Imperial-aligned character take the decapitation perk.
Don't confuse you or your character (whom I did say may be more civilized than that) with the rest of the Legion, who will not hesitate to behead you. Don't forget that it was the same Legion you hold dear, which was more than willing to send you, the player, to the chopping block despite not being on their list.
Sorry, but the Legion or it's supporters (in game, not the pc) are not any more compassionate than the Stormclucks are.

Tullius, Rikke, Mede, Ulfric, Galmar, Yrsarald and a handful of both legionnares and Stormcloaks.

Well now I know it's possible to include Tullius in my execution mod.
But I don't know about Ulfric.
The only one not decapitated in my screenshot out of the more important people would be Galmar. I just couldn't get the decap animation to play and I resurrected him like 20 times to try. I have a bat file that I launch that removes bounty from all holds so no one else was in combat with me. I have an amulet that makes me able to one hit everything so that's weird.
You make it sound like it's somehow more honorable to kill a man by stabbing him in the gut or slashing numerous parts of his body then it is by cutting his head off in combat. Newflash: in all instances, you've killed a man.
I can confirm that Galmar can be decapitated.
I know he can, the anim just didn't play for me.
No death anim at all, in fact.
Ah well, I got to decapitate all others so I'm good.
I've taken Galmar and Rikke's head. Its nearly impossible to take Tullius and Ulfric due to the fact they are on their knees. They refuse to stand up. At least for me anyway.

True. But then, perhaps in a TES setting, it IS more honourable to keep a person whole when killing them, for rites to Arkay and such.
I just typed "prid refid" and moved them to me and decapitated them. (After I set them unessential)
I haven't even started the CW on this character yet. Just having some otherwordly fun.
IMO if playing Necromancer Rikke is too good of a Melee Thrall to decapitate.

Deathlords and Death Overlords make better thralls.
Decapitation can happen when they have entered bleedout.
I didn't decapitate anyone of them. I'll have to try that...
Though I did decapitate Captain Aldis. The slimy worm.
