I'm excited about the fact that there is a perk for decapitations. And I especially like the fact that there is just a "chance" to decapitate an enemy. I would not want this to turn into the Bloody Mess perk from Fallout. I took that perk and actually restarted my character after I saw how ridiculous it was. However, I'd love to see this in action. I don't suppose there's been any video that I've missed that shows a decapitation in Skyrim is there? Also, I don't suppose that we can sever any other limbs. I don't want ridiculous amounts of gore, but I do love the fact that it is in the game. Great addition Bethesda.

I heard in these forums from one of the tweets that it is a two handed perk. Could be wrong, not really fussed myself, just want the combat to feel more brutal, as in strikes hitting with weight, which it sounds like they do so all good.

Yep, it's a 2-handed perk. This is the one:

Standing power attacks do 25% bonus damage, chance to decapitate
