Delayed sounds bug

I have a frequent, recurring bug that is crashing FNV and poisoning my experience.

Often, when you trigger certain types of sounds, e.g. the "sipping water" sound or comments from nameless NPCs, the sound will be delayed (i.e. take a few seconds to play).

If you try to do anything during this delay, e.g. hit Esc or the a directional button, the game will freeze (no blue screen of death, just a visual freeze. The background music/radio keeps playing).

This happens to me a lot, though the game runs smoothly otherwise.

Computer stats:
4ghz quad-core AMD processor
On-board sound
1GB Nvidia graphics card
2 GB RAM
