Is deleting the .pak files safe?

Some of you may know if it is safe, but may be wondering why I would want to delete these files.
I don't play this game anymore, and don't plan on playing it again, at least right now.
The .pak files, .pack files for this game and for Empire Total War take up about 36.1 GB of space on my computer, space that I can use for other things.
So, 1) What are these files from? Not uninstalling properly? 2) Can I just highlight them, send them to the recycling bin, and empty the bin?
Essentially, I'm wondering if deleting them will have any negative effect on my system. From my research, they're just compressed sound, texture, and text files, and the game uses them when it runs.
If you know for sure that I can delete these because you've done it before, then let me know.
