It currently doesn't have any OCR Compatible version on it's own.

But it's integrated into Better Cities, which at least used to have a patch for OCR.

Better Cities now has the option to toggle the cities Open built-in to the mod. This is of course going to give you Open Better Cities, not Open Cities Reborn. So for BC you can play the Delivery Quest with Open or closed cities (no need to install Delivery Job mod as well, it's all integrated into BC already) but there is nothing for Open Cities Reborn.
