I just went through the bug fixes in the 1.9 update and noticed this was not mentioned, so I thought I'd make a post in an attempt to bring it to attention.

Numerous other people have encountered this glitch as well. In my PS3 run through of Dragonborn, I accidentally interrupted the conversation between Deor and the leader of the Skaal, effectively preventing me from receiving the quest to locate the blacksmith and then learn how to craft stahlrim. The two NPCs are still stuck in the same position and will not initiate the conversation again.

Hopefully this gets fixed.
