Depth or no depth

Would you rather have all NPCs in cities are able to be talled to or a Fallout style where only a few are able to be talked to, but there are more of them?

Edit: I realize now that title is stupid i meant in depth characters.

All NPCs should be able to say something, whether it's one line or whatever it is.
A good balance is what I want. Say... 50% interesting NPCs that you can talk to and 50% less interesting that only say some basic lines.

The numbers shouldn't be ridicously low though. Every house should have 1-3 people.

Also, "Depth or no depth".
It doesn't have to be like that... black/white, yes/no.

Who cares? We've already been told that there will be some NPCs that are just there for show and can't be talked to and so it's not going to be changed. Asking this question now, before people have even had the chance to experience it, is pretty worthless.

Also "depth or no depth" is very misleading and has nothing to do with the question you're asking.

I would prefer no superficial characters, no characters there that are just to look pretty but can't be interacted with.

Personally, I feel that trying to create deep NPCs with fully voiced speech is unrealistic. Just use some text for speech that isn't related to main quest lines. Seriously, anyone who enjoys RPGs is capable of reading.

As long as they move and act with some purpose, and have a comment or twelve that they mutter every so often I don't mind fewer talkies.

However this has to be off set by depth, detail and fantastic writting of those that do talk...

If they don't have the second then they're formaldehyde - ing things up serverely, and are going in the wrong direction...
That of most other companies, gamers like choices if every game's the same then everyone losses.

Is this really confirmed the way you put it? I thought it wasn't going to be all that different from OB, so every one would have at least something to say.

More NPC's with only some that have something to say. I want GOOD dialogues, not bland dialogues that give a pathetic illusion of depth that is not there. And because of VA's, there is a limit of how many dialogues you can have (even with less expensive VA's, there is a limit).

All NPCs should be able to be talked to.

And there should be enough NPCs for calling someplace a "city" not to be a bad joke.

And all of them should have something to say.
