Maybe Helseth was annoyed that the emperor kept dropping off random registered prisoners in Morrowind?

I can imagine that would have been a fun talk with Uriel:

Uriel: "King Helseth, its been a while. So, have you heard anything about a prisoner I recently had released in your province."

Helseth: "Oh yea, him, yea, he's dead."

Uriel: "So quickly, he only arrived a short time ago. How can you be so sure?"

Helseth:"Oh, I'm sure, no worries. I had the Dark Brotherhood take care of him for you."

Uriel: "What!? You mean you killed him?!"

Helseth:"Yea. Wait. Isn't that why you sent him here? To die? I mean, why else would you send somebody to this hell-hole??? [censored], I mean, if I wasn't the King I wouldn't even be here."

Uriel: "He was supposed to save the world!"

Helseth:"Oh, ah, my bad man... but hey, look on the brightside, his friend is getting rid of all those pesky cliff-racers for me!"

Of course it doesn't really explain why Helseth would try and have a random prisoner assassinated.

Ah, so it was part of an anti-immigration policy, and the DB are border control.

No no no no no no. The emperor kept dropping of prisoners, and Helseth was annoyed. I mean, if you ruled a place, wouldn't you find it annoying if some country just dumped it's criminals on your shores?

You could always claim that stuff should only have existed in the game after the player reaches that point, but I guess it is more fun to work this stuff in.

True, but unlike the Public Notice, which is enabled only after you become Nerevarine, these documents are always there.
