Despite update scripting bugs persist

Despite the update, I'm still having several problems with what seem to be scripting bugs/errors. They aren't huge, but one is a bit game altering.

First one, is the the Bison Steve in Primm, the computer near the entrance doesn't actually unlock either of the safes in the building. It'll be a long while before I can open the safes via Lockpicking.

The more problematic one is that when trying to find a new Sheriff for Primm, I wear a disguise to get into the NCRCF, but the guard stops me anyway. I bribe him 100 caps, and he says I can go in. As soon as I take a step closer, he opens fire. If I kill him, he doesn't even have the caps I used to bribe him. I really don't want to have to kill him to get this quest done, but I'm not seeing an alternative at the moment.

I had to read a book to crack the first safe... I experienced the same bug, disengaging lock does nothing. Its probably best to wait a month or two to play this game, as sad as that is. I didnt see any difference after the patch came out. They didnt even address the save game or performance issues. Luckily I havent had crash problems that plagued me in Fallout 3.
