Just wanting confirmation of this. Do the frost spells also slow them down?

That may be because I used frostbite or whatever the stream was called at low enough levels where I could knock their stamina to 0, but by the time I got frost bolt the stamina bars like the magicka bars were effectively bottomless.

yup, frost slows targets- as said above especially in the case with the continuous effect frostbite spell.

Personally I will be grabbing a mod for a mid range version of the same since it is sorely needed. The reasoning behind making continuous spells go obsolete with no replacement for later levels is beyond me. (poor move by bethesda)

Frost spells combined with frost weapons and destruction frost perks have excellent synergy. Use them all together and you won't get hit by slowpoke enemies that often.

Even though a huge percentage of skyrim has natural frost resistance I still specialize in it thanks to the slowdowns/stamina drains.

Yes, and in contrast to what was said above, even Ice Spike has this effect – it's just over a lot more quickly than the continuous damage ones. I've also witnessed mobs slow down momentarily after being hit by a frost-damage weapon, as well. Combined with the stamina damage, it's a pretty good effect, except that nords and certain undead tend to be partially or entirely immune to frost effects.
