Why can't i use destruction spells who requires skill of 75 when i have destruction skill of 75.
And i have enough magicka what's going on here? Does the green text color mean something in this case.

Yes it does. The green means the skill is fortified. The game uses the natural unfortified level to determine what perks (spell power in this case) that you can use.

Fortifying does reduce spell magicka costs, but it does not allow you to cast higher level spells.

So how long will it be fortified. Sorry for the noob question but i'm still quite new to this game.

It depends on how it is fortified. If you a wearing an enchantment that fortifies destruction it will go way when you remove it. If you are using a spell to fortify it, then it will wear off in a little while.

However, whether destruction is fortified or not, you will be able to cast an Expert level spell when your unfortified skill is high enough.

How long does it take to unequip the item that fortified it?

If the stats are green or red, you can unequip an item, pray at the chapel, or cure a disease to restore the base value. The last two fix red ones only, but an equipped item can change stats in either direction. If it's a spell you cast, you can cast Dispel to undo it, or just wait. If you got a boost from a wayshrine, the wait could be lengthy. Look at the magical effects tab to see what stat changes are applied (and how/why) and you'll see how much is being applied, then you can do the math to calculate your base stat. DarnUI shows you both base and current stats on the same display, vanilla Oblivion just shows current.

Green is good. Why do you want to get rid of it

Wayshrine durations are 10 minutes.

Actually, if you remove the green you probably won't be able to use the expert spells because your base Destruction level won't be high enough. If it is green and it is higher than 75, then when you remove the buff the value will drop to less than 75, which means you won't be able to use the spells anyway.

No, that is absolutely not true!!

You can certainly cast expert spells when your skill is fortified. It's just that your natural skill needs to be at expert level. That's all.

There is no down side to fortification except that it may use an enchantment slot you'd rather use for something else.

They are not stupid. Please ask anything you want we'd be glad to help.

Just want to make sure you understand that most perks depend on your natural skill level. You can still cast them if fortified, but it's your natural level that counts.

So if you have a 20 point fortification and your unfortified level is 74, then it will show green and as 94 but you can still cannot cast expert level spells. However if you raise your unfortified level to 75 it will show as 95 fortified and you can cast expert level spells, even when fortified. And you can increase the natural (unfortified) skill level if your skill is fortified.

Finally, except for acrobatics and athletics, skill fortifications above 100 have no effect. So as an example, there's no point in fortifying destruction to 120, that does the same thing as 100. However attributes (Strength, Willpower, Intelligence, etc) do have benefits if fortified above 100.

I am curious, what is your Destruction skill minus the fortification? And what effect is giving you the fortification?

Well i've already solved it, turns out that without my fortification my Destruction skill was at 73  I don't really know what caused it though, it's going a little back and forward right now.

The most common Fortify Destruction item I can think of is the Robe of the Conjurer, which you get during the Mages Guild quest line.
