detecting wilderness and city outdoor cells

Hey guys, what's the best way of detecting if an exerior cell is part of the wilderness or part of an enclosed city?
I'm looking for a "cure-all" that doesn't use a hard-coded reference like when "Player.GetInWorldSpace Tamriel" is used.
I'd like the mod to be compatible with mods that don't use Tamriel as it's main exterior world space.
