Dialogue can not be entered

I'm gonna throw this out here after searching the net and toying with disabling mods.

I have an issue that does crop up for a few players.

1. So far I have only come across it with followers, so yes a mod affecting them in some way may be the culprit.

2. All followers are working but the one thing I can not do is initiate dialogue, there is only the click sound but no dialogue is entered.

My question is not firstly how to fix it, I know I will take the time eventually to restart or disabling all my mods, but what could result in this predicament.

Q. What are the conditions to block conversation?

Q. I could not find any console command to start conversation, is there none or did I miss it?

If you are interested in knowing what I have checked up on here is some info:

1. There is a mod called Sneak tools or some such, I am not using it but this is one mod where the feature is that NPC don't talk to you when wearing a hood. That is what google gives me when looking for dialogue problem that is not part of patch 1.6

2. Tried resetAi, Tai, Kill, set followercount 0 etc. Nothing seem to juggle the dialogue settings.

3. Did the usual punch in the face to see if that had an effect. Always with the "sorry, but it is for our own good".

I was most surprised not seeing any threads on this or why this crops up, what systems are there to block a character if it is not intentional?

That one can not force a conversation through the console was a surprise to me. I guess I will revert to an earlier save (just a little bit before) where most companions where working, except Sofia whom I was thinking of doing a total reset of.

Went into a cave and cleared it, then nobody of my 2 other and a dog could initiate conversation. That was when I thought I would fix it. But it seems it can not be fixed - only disabling the mod responsible (if it is that) or revert to an earlier save.

Anyway, I just wanted to get some more info on conversations with followers and what can screw them up. I got some ideas but am looking forward to hear what those more used to bug fixing have to say.
