He is way too emo until you do his quest. After that he is fine. I don't think he is as entertaining as 3Dog
The Russian guys will ask to speak to you in Diamond City. A city guard should tell you.
Good God no, that guy is terrible. He almost makes me wish Three Dog really did make a comeback...almost.
Speak to the Russian guy in the Diamond City motel. I have never listened to the radio, except for the Classical one, so I had no clue how he spoke.
Even after the quest I still dont listen to him. Shame since I always enjoyed Mr new vegas and Three Dog. But in this fallout i am preferring the non radio music on the background.

Well that's good to know. I just got to DC and have listened a little bit to DCR. ATM, I'd much prefer to put a bullet (or ten) in his head, but if he does get better I may wait it out and see what he becomes later.
I can't tune into the Classical Station anymore on my current character BUT I still enjoy the music on Diamond City Radio.

A guard told me the to Russian guys wanted to talk to me.
I love all the MUSIC in the game immensely. The radio announcer to me is fine, and sometimes mildly amusing. Haven't don't his quest yet.

Skeeter Davis singing "The End of the World" is in the running for unofficial Fallout 4 theme song for me.
Some of the classical selection and composition is really excellent.
I more so go with the official Fallout theme song (music wise, not in-game background music). I think we all know which song on the radio I'm thinking of right now.
Anyways, I'm playing FO4 now. Gonna try to do this guy's quest and see if I want to still kill him or not.
You gotta find a specific Guard to start the quest. I've just gotten it myself by talking to different guards. All of the ones before just said random things but this one specific guard, with his own voice even, gave me the quest.
"Irony!"
If you do the guy's quest and still decide to kill him, make sure and send a broadcast over his radio: "This is Stanislov, ruler of Wasteland. I kill snivling radio man. You come to my settlement, plant many tatos. YOU WILL LOSE!"
He was funny for the first 10 minutes, after that he got very annoying. Its like that person that tells a joke and try to explain the joke afterwards. Its very dry and I knw that is the point but I'm not into dry humor.
And is it just me or is he a cliche of a "gamer" years ago? A person with no confidence and constantly doubts themselves... Keep in mind I stress the word "cliche" I'm not saying this was actually the case.
