I would search the buildings near where you heard her. Perhaps you could find where she ran to? (Telling you where she went and why would be a spoiler).

There's a little place called Hardware Town. If you can't find it on your own, talk to Abbot in Diamond City. He'll be all the way in the back part of the stadium painting the wall. He'll assign you a quest that will actually bring you to the location of this woman (although for different reasons).
