Instead of downloading all the files individually, someone else had uploaded it in a single zip file and made it NMM friendly. I tried using NMM to install it first, but it didn't seem to change anything, and then I tried using Wyre Bash to install it and I still didn't notice anything different. Did I uninstall it correctly? Am I supposed to use OBMM or is the significant just not that much?

If you are smart enough to use Wrye Bash then that is all you need. You may want to get an http://www.nexusmods.com/oblivion/mods/10724/?. Try that. It has been too long since I have played Oblivion but I played it for 4 years straight and anything by Qarl is awesome. OBMM is also better than NMM but to use OBMM and NMM is unnecessary. Again Wrye Bash is the preferred method for Morrowind, Oblivion, Fallout, and even Skyrim.
