Yes, it did. I'm not an expert so I won't say anymore. But here are some links to TIL articles/books/whatever you want to call them, that can shed some light on what you're looking for:

Well, the battle of Sancre Tor is an Oblivion book, and I can't remember any pre-Oblivion book mentioning a ruined Sancre Tor. But I can remember a "Citadel" Sancre Tor somewhere.

Red, I already know about those books, I'm talking about, "pre-Oblivion" as a Modern City, like Bravil or Bruma.

No, I'm asking if Oblivion retconned it to be a ruin.

Quote from "The Legendary City of Sancre Tor":

Sancre Tor has lain in ruins since the beginning of the Third Age, and the surrounding region is virtually uninhabited. Now all communications with the north are through the passes at Chorrol and Bruma, and Sancre Tor's citadel and underpassages have become the refuge of various savage goblin tribes.

Both links are for Oblivion book, so neither are relevant to a discussion on whether Sancre Tor existed before the Oblivion game was developed and released, and if so, in which state it was supposed to be at the (real-world) time.

existed before the Oblivion game was developed and released

Oh, well I have simply been misunderstanding this entire time then. I assumed the OP meant "pre-Oblivion" as "before the crisis started", not "Before the game was released". My bad.

It's mentioned in the http://www.imperial-library.info/pge/cyrodiil.shtml as the site of a battle.

It's also mentioned a couple of times in http://www.imperial-library.info/tsorg/part07.shtml dialogue by Tobias, who was http://www.imperial-library.info/intros/rg_chars.shtml.
