I keep hearing this all over Solitude. Which person are they referring to? Does it relate to a quest? I'm relatively far on my first game... thinking this happened early and I just don't remember.

from Dragonbridge who is complaining about stuff going on around there and if you talk to Falk Firebeard and Sybille Stentor and you can get several quests from them

Actually this one's in reference to

Sheogorath's visit to Pelagius.

That line stops occuring when you finish that quest.
