Did the value of New Vegas go up?

Today I bought a used copy of New Vegas for my brother. It was $19.99. A little more than I thought it would be but no big deal. What got me was inside the box the guy who bought it last left the receipt inside and it was $7.99 last September. So what the hell? Did people just start to realize its actually a good game or what?

It's called a sale. Sometimes stores lower the cost of items to increase sales.

Also people have always known Fallout New Vegas was a good game. In terms of money made, it sold as well if not better then Fallout 3.
