Considering the vaults were an experiment, that's not necessarily true. They might have been looking for people with a clean bill of health and several other characteristics. Alas, at this point it's conjecture.
Thats actually part of a theory i heard once. That vault tec was the one that dropped the first bomb. I kinda like/dislike the theory but i gota say its got potential.
I think Vault-Tec just knew that the bombs were going to fall before it was announced to the general public. It makes sense that the government and Vault-Tec wouldn't want to incite a panic over something that couldn't be prevented, especially since it could cause a rush on the existing vaults and other bunkers. Maybe the salesman was in a rush to fill the Vault spots before it was too late.
I figured it was because after filling out the form, the guy took a look at it and saw how unfortunately stupid Howard was - and so decided that leaving the conversation was the better part of valor rather than yelling out 'how the hell'd you get in the vault?'
He obviously didn't notice the 10 Luck.
Or the guy was short of his quota. And knowing vault-tech that would not be a good thing.
Or the pc is the ultimate bad-ass and got retired for making Ear necklaces from defeated commies. I'd be nervous if I had to go to the door of a person like that
It's not a quota issue - he'd already been accepted. This was just a follow up visit.
It's not a "knew when the bombs were going to drop" issue. Not even House, Sinclair, or even the Enclave itself knew when that shoe was going to drop. Most Vaults were filled by people who were the first to get to them - such as the Vault under the Necropolis or Vault 15. Some Vaults were already inhabited - I'm sure once accepted into a Vault, Vault-Tec had no issue with those that opted to "move in" early. There had to be some support staff full time at most Vaults.
But the majority of Vaults were sealed with barely a fraction of the amount of people they could hold (1000 to a Vault, utilizing hot bunking). Vault 13, Vault 101 (The fact their viable genetic population had broken down after only 200 years given the experiment suggests they weren't fully manned when the bombs fell). Vault 111 seems to fall into this category, given the military presence at the gate denying access to any who aren't officially part of the vault. Which suggest to me that Vault 111 is one of the "malicious" Vaults akin to Vault 87 or 112.
Remember, the Vaults were never meant to save anyone.

As to why the Sole Survivor didn't know anything about it, it is obvious Nora submitted the request for the reservations and the Lone Survivor was watching the Red Sox play when she told him and didn't hear a thing.

He might've been stopping at other houses in the neighborhood. Salesmen who come to my neighborhood in a car will usually do several houses before they move their vehicle to do the rest of the houses. And when the air raid siren went off, he knew where the Vault was, and if you think about it, there's no way any car or truck would've gotten up there.
I doubt the majority of the Vaults were experiments. For every experiment, you need a "control" group, so at the very least half the Vaults were what was advertised. Just that those Vaults aren't interesting at all too us:P Vault 111 was apart of the experimenting group of Vaults though, and it probably had something to do with Cryogenic stasis. Which... isn't really that "malicious" when you compare it too some of the other experiments.
According to the Fallout Bible, out of the 122 vaults made, only 17 were control vaults, all others were experiment vaults.
I was wrong, though you think there would be more than 17 control Vaults...
He's thinking of all the things he's going to do to your unconscious body once you're in the vault.
