They didn't get rid of it. They just allowed it to be removed as a pre-order perk. If you decide to buy the game after release, you will be faction-locked.

You'd be waiting a long, long time then. The only way to get this is to preorder and possibly as an upgrade after. I don't see this changing seeing as few people care that much about it.

Coming from the faction that murdered J'derras' parents. My issue is being able to roleplay my OC effectively.

I know, I just like to roleplay. Is that removal of the faction-lock permanent? For all characters? I'm considering whether or not to get this now. $15 a month isn't too much for my meager budget, assuming I can stop and start without having an account deleted.
ESO is set about a thousand years before the events of Skyrim. This is the first Aldmeri Dominion, a separate entity from the Aldmeri Dominion of the Fourth Age with different beliefs and goals.
You have to pay the 15$ monthly fee to play, it's mandatory and has nothing to do with faction lock
You gain the ability to play any race in any alliance as part as the bonus from the preorder pack
You just have to preorder any version of the game to make your khajit in any alliance

Both the First and Third Dominions believe in elven supremacy and seek elven rule over Tamriel. Different outlooks, yes, but the same beliefs and goals.

If you ever want to give the Dominion a chance, play at least until you get to know Queen Ayrenn. You might change your mind about her beliefs and goals, and since she is the leader of the Dominion, you might change your mind about them too.
Indeed, in Skyrim, the thalmor are depicted as the bad guys, but it's just a matter of points of view. They are no more evil than Tiber Septim when he conquered Tamriel.
You said the reason was because they killed your Skyrim OC's parents. Your OC's parents aren't born yet during this time.
While both Aldmeri Dominions believe that mer could rule Tamriel better than men, their fundamental beliefs are quite different. The first Dominion believe that they must rule to save men from its own destructive tendencies. The Dominion of the Fourth Era believe that men and Talos/Lorkhan must be removed completely from Mundus, therefore removing all anchors Nirn has to a static reality and linear time and allow merkind to return to their original, Aedric forms.
One final question that needs to be answered, as I have never played a pay-to-play MMO:
If I decide to stop playing the game for a while, how does that work with these sorts of MMOs?
Do you just stop paying at the end of the month and make a payment when you decide to start playing again? Will your account get deleted? I honestly have no idea.
If you stop your subscription you simply couldn't play. If you restart your subscription you can start playing again. Your account doesn't get wiped or anything if your subscription stops.
coming from my love of es lore i had a very hard time swallowing the complete falseness of the alliances and alot of the twisted, false lore that is in eso.
i think what has made it work for me now is seeing that it really isnt es, its basicly just an mmo with elderscrolls hint and skins. it does have alot of elderscrolls lore in it to an extent.
the alliances are a joke at this point due to the being able to have this preorder bonus. which is kool with me since i want to play with my friends that love other races and we can all meet on 1 alliance. plus i want to have access to all the charactrers, including the imperial race
to me eso is another elderscrolls title but with a twisted and preverted setting.
dont get me wrong tho, let me be clear: i love elderscrolls online, and i love elderscrolls single player games, but the 2 simply are not intouch with eachother.
But you know what? That's what I LOVE about TES lore. Almost everything is a matter of point of view. Most of what we think we know can very well me impressions and opinions of a certain character, which can be very biased.
I preordered ESO mostly because I wanted to know how wrong/right I was about the Altmer and the Aldmeri Dominion as a whole. After playing the beta, I must say that I am pleased.
Edit: Well, not completely pleased because I can't make a black-haired Altmer. That saddens me :c
