I think Vault-Tech is bad enough as the Murder-Hobo Science Division of the Enclave.
They're just catspaws for the Enclave.
So yeah, in a way, they did start the war but it was the Enclave who pushed the button.
Well, obviously, they were being shot at by nuclear weapons themselves.
They still retaliated for the sole purpose of revenge.
The thing is, the Enclave had already decided they could survive on another planet (not COMPLETELY ridiculous in Fallout because Vaults are airtight and they have nuclear rockets which work perfectly so colonizing Mars is entirely possible--even without a tireless army of robot workers who don't need air or environmental protection) so they didn't worry about antagonizing the Chinese into a corner.
There's a Boston Bugle article about it being a theory as to where the President and his supporters have gone to. That they and a mysterious group called "The Enclave" are preparing to leave for space.

I'm not even sure what you're trying to argue here. "The Enclave" hasn't done anything to warrant being called a troll.
What ever happened to the executives who planned all of this? They had all of these vaults to perform their social experiments but you never hear anything about them when you visit the vaults. Its like they were killed in the war and never had a chance to view the results of their handiwork.
All the data was supposed to be sent to the Enclave Oil Rig, but the war knocked out communications, and prevented them from getting the data, so it was all pointless.
A little bit of American History: MacArthur after WW2 became the ranking military officer during the Korean Conflict. When the Red Chinese sent their 1 million "volunteers" into Korea, MacArthur loudly argued it was time to "nuke the bastards". (For which Truman sacked MacArthur.) Had MacArthur had his way, AND Red China had nukes of their own, what would have happened after the first USA launch? Once ANYONE launches a nuke, EVERYONE realizes it's time for "Use them or lose them." (What the heck? The world is about to end anyway. We might as well make sure that our own mortal enemy gets to Heck before we do!")
[I have to wonder what kind of tectonic upheaval there would be if there were literally thousands of 10+ megaton explosions all around the globe in just a matter of several hours. Accelerated continental drift? A swarm of worldwide tsunamis? (In which case, pretty much all of Metro Boston should be submerged for at least several decades after the war.) Atlases would ALL become obsolete as ALL continental coastlines were altered and mountains -- particularly Cheyenne Mountain -- disappeared.]
To be fair, that was before China had detonated their first successful nuclear bomb.
I don't think MacArthur would have been stupid enough to suggest that if China had their own massive stockpile.
China tested their first nuclear weapon in 64. The only reason we didn't use them in the Korean Conflict is because Truman was more concerned about his image on using those weapons again on an Asian country.
Please remember that it is important that everyone in the game was thinking the same thoughts.
