It causes a lot of damage, but it may vary depending on the wielder's level.

They don't say that the follower can wield the club, just that he can pick it up.

It's so ridiculous that it can't be intentional.

In the ck, it's not playable but the small box "no AI acquire" is not checked (in the reference window, hidden on the picture, sorry); that's probably why the followers can take it. Other npc could take it too. Would be a lot less cool if it was some local boss set on "very hard" in the ck. :P
