I don't think so, since people can always quicksave before the conversation and reload if they want to.

You can also look around or even walk away during mid cutscene in a conversation, you are not locked in the cutscene most of the time.

yeah u can bc the dialogue now are dynamic so u can always move away from a dialogue u arent stuck there till is finish.
